摘要:
县域教育治理现代化是国家教育治理现代化的重要内容。其在推动整体教育治理转型、提升教育质量、维护教育公平方面发挥着重要作用。但传统的教育机制所触发的“路径依赖”仍存在较强的制约作用,突出表现为治理角色内卷化、治理责权碎片化、治理方式单一化、治理生态复杂化,对县域教育治理转型提出严峻挑战。为此,要创新县域教育治理新路径,需要遵循整合与协同的思路,强化顶层设计、转变治理方式、完善治理机制、优化治理生态,从而促进县域教育治理的有序转型。
Abstract:
County-level educational governance modernization is an important part of national governance modernization, and its development plays a vital role in promoting the overall educational governance transformation, educational quality and fairness. However, “path dependence” triggered by the traditional educational mechanism presents a severe challenge toward the governance transformation due to role involution, fragmented responsibilities and rights, simplified governing patterns, and complicated governance ecology. To explore a new path for the county-level educational governance, it is necessary to abide by the principles of integration and cooperation, top-level design, governance patterns reform, governance mechanism perfection, and ecological governance optimization, to promote orderly transformation of the county-level governance
