摘要:
分类管理后,非营利性民办高校应坚持共同治理的原则,建立自主发展和自我监督的内部治理结构,以确保政府的优惠和扶持真正用于办学,恪守教育的公益性。本研究对民办高校内部治理结构的现状进行了考察,分析领导制度、决策制度、执行制度和监督制度的现实瓶颈,提出党组织和监事会应作为新的治理主体加入到非营利性民办高校的治理结构中,与董(理)事会和校长团队共同构建“领导—决策—执行—监督”的四维内部治理结构,保障学校的良性发展和稳健运行。
Abstract:
Non-profit private colleges and universities in classified management are supposed to adhere to the principle of shared governance to build an internal structure of independent development and self-monitoring to ensure that government preferentials and supports can be truly used for running colleges and universities, and that the public welfare of education can be abode by. The authors investigated the current situation of the internal governance structure in private colleges and universities, and the actual bottlenecks of the leadership system, decision-making system, executive system and supervising system, thus recommending that the party organizations and the boards of supervisors join the governance structures and jointly construct a four-dimensional internal structure of “leadership-decision-execution-supervision”, together with the board of directors and the principal team to guarantee the sound development and steady operation of private colleges and universities
